Land and Water Management Plan Buena Vista Lagoon, San Diego County, California

Buena Vista Lagoon, located north of San Diego between the Cities of Carlsbad and Oceanside, presents a unique situation where a weir at the ocean inlet preserves 200 acres of established freshwater and brackish water habitat. The lagoon has become highly eutrophic due to the cumulative problems associated with excess input and recycling of nutrients. Managing water level and excess nutrients in the lagoon are crucial to protect the ecology of the system.

The water quality at this popular site for birdwatching, wildlife viewing, and fishing has suffered recently, due to development in the upper watershed and increased peak flows. Buena Vista Lagoon Foundation (BVLF) has the general objectives to preserve and enhance the lagoon environment. Coastal Environments is assisting the BVLF, the California Department of Fish and Game, and the California Regional Water Quality Board, in developing a Land and Water Management Plan.

Our field studies include a bathymetric survey, water quality analyses, habit characterization, a threatened and endangered species assessment, a wetlands delineation, and a geotechnical and soils analysis. The habitat characterization includes a study of the birds, fish, reptiles, mammals, benthos, and plant communities in and around the lagoon. A geotechnical investigation was conducted to provide the design parameters for possible future construction of a pier to facilitate public access to the lagoon and safety.

The results of the study will provide the necessary data for managing and enhancing the lagoon
